Prepare the base: In a large bowl, mix shredded coconut, sweetened condensed milk, and vanilla extract until fully combined.
Line and press: Line an 8×8-inch pan with parchment paper. Press the coconut mixture firmly and evenly into the pan to create a solid base.
Add almonds: Place whole almonds evenly over the coconut layer, gently pressing them in.
Melt chocolate: In a microwave-safe bowl or double boiler, melt chocolate chips and coconut oil together until smooth.
Pour and spread: Pour the melted chocolate over the almonds and coconut, smoothing with a spatula to cover completely.
Chill: Refrigerate for 1–2 hours, or until the chocolate is fully set.
Slice: Lift the bars out using the parchment, then cut into squares or bars with a warm knife for clean edges.
